<개괄>

앰네스티 인터내셔널(www.amnesty.org, Amnesty International - Working to Protect Human Rights Worldwide)은 ‘국제사면위원회’로 알려진 가장 대표적인 국제인권단체다. 1961년 영국의 변호사 피터 베넨슨이 5월 28일자 영국 옵저버지에 '잊혀진 수인들'이란 기사를 실음으로써 사면(Amnesty 61) 활동을 시작한 것이 효시이다. 1963년에는 국제집행위원회를 구성하고 영국 런던에 국제 사무국을 설치했으며, 현재는 150개가 넘는 나라에 1,800만명 이상의 회원이 있다.
앰네스티 인터내셔널은 모든 사람이 세계인권선언 등 국제인권규범에 기술된 인권을 향유하는 것을 바라지만, 지금까지는 자유권 중심의 인권옹호 활동을 벌여 왔다. 앰네스티 인터내셔널은 매년 세계인권상황 연례보고서를 발간하고 있고, 연구 및 조사를 통해 각종 인권소식 및 보고서를 공표하고 있으며, 양심수에 대한 긴급구명활동, 사형제도 폐지 등 각종 캠페인 등을 벌이고 있다.
앰네스티 인터내셔널은 어떠한 정권, 정치사상, 경제적 이해, 종교에 대해 독립적이며, 특정 정부 및 정치체제에 대해서 찬성도 반대도 하지 않는다고 천명하고 있다. 그래서 그런지 앰네스티 인터내셔널이 공표한 북인권 정보들은 비교적 객관적으로 평가된다.

앰네스티 인터내셔널의 북인권 자료들은 홈페이지에 잘 정리되어 있다. 앰네스티 인터내셔널 홈페이지에 들어가서, 상단의 [LIBRARY] 항목을 클릭하면, ‘Coumtries...’라는 나라별 검색창이 뜬다. 그 검색창에서 [NORTH KOREA]를 찾아 들어가면, 1996년부터 앰네스티 인터내셔널이 공표한 북인권 자료들이 목록화되어 있다. 이들 자료는 다시 △인권소식(News) △보고서(Reports) △긴급구명활동(Urgent Actions) 등으로 범주화되는데, 2005년 12월 현재 인권소식에는 <붙임 3.1.1>에서 보는 바와 같이 17개의 자료가 있고, 보고서에는 <붙임 3.1.2>와 같이 15개의 자료가 있으며, 긴급구명활동에는 <붙임 3.1.3>과 같이 6개의 자료가 있다. 15개의 보고서는 모두 북인권과 관련이 있는 것이나, 북인권 문제만을 독자적으로 다룬 특별보고서는 모두 7개다.
